The Dragonbone Battleaxe is the best weapon in Skyrim out of all the available maces in The Elder Scrolls V: Skyrim. Its also one of the few Dragonbone weapons you can find at a specific location in game as opposed to crafting it. Battleaxes in Skyrim are a mid point between hard hitting and fast attacking two-handed weapons. The Dragonbone Weapons were orignally added in the Dawnguard DLC but is also available in most complete editions of Skyrim like Skyrim Anniversary Edition.

How to Get the Dragonbone Battleaxe Location

Where to find the Dragonbone Battleaxe Location?

You can find the Dragonbone Battleaxe during the Dawnguard Questline when you enter the Soul Cairn you must battle three of the Keepers, each of them wield Dragonbone weapons. One of the will be wielding the Dragonbone Battleaxe. Once defeated you can loot both dragonbone weapons and armor from the Keepers body. However the Keeper only has a chance to drop the dragonbone weapon if you are at least level 45 or higher (see video guide above).
Apart from the location mentioned above, you can't find the Dragonbone Battleaxe at any specific location in Skyrin. Unlike Dragonbone Armor, the Dragonbone Battleaxe does not appear in any loot lists once you reach a certain level in Skyrim.
You can craft the Dragonbone Battleaxe once you reach level 100 smithing skill and get the Dragon Armor perk. The Dragonbone Battleaxe can then be forged at a blacksmith's forge.

Weapon Levels

Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.

The Dragonbone Battleaxe is not a leveled weapon.
