The strongest weapon in Skyrim is the Dragonbone Warhammer, due to it having the highest base damage of any obtainable weapon in Skyrim. Despite most Dragonbone Weapons only being craftable the Dragonbone Warhammer can be obtained without crafting it. The two-handed Weapons Dragonbone Warhammer appears to be a dragons femur encased in a long ebony handle.
The Dragonbone Weapons were originally added in the Dawnguard DLC but is also available in most complete editions of Skyrim like Skyrim Anniversary Edition.

How to Get the Dragonbone Warhammer?
Where to find the Dragonbone Warhammer Location?
- You can find the Dragonbone Warhammer during the Dawnguard Questline when you enter the Soul Cairn you must battle three of the Keepers, each of them wield Dragonbone weapons. One of the will be wielding the Dragonbone Warhammer. Once defeated you can loot both dragonbone weapon and armor from the Keepers body. However the Keeper only has a chance to drop the dragonbone weapon if you are at least level 45 or higher (see video guide above).
- You can craft the Dragonbone Warhammer once you reach level 100 smithing skill and get the Dragon Armor perk. The Dragonbone Warhammer can then be forged at a blacksmith's forge.
- It is possible to get other Dragonbone weapons in the soul cairn as detailed in the video above.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
The Dragonbone Warhammer is not a leveled weapon.
