Ursine crossbow is the best crossbow for crit damage. It is the crossbow of the Ursine set (Bear School), witcher gear from the base game. It has +210% attack power and 10-12 damage at level 29. It is crafted from a diagram found in Melusine's caverns on Spikeroog, during Scavenger Hunt: Bear School Gear.

Have a blacksmith craft the crossbow. A journeyman can make basic tier gear.
