Rulnik Wind-Strider gives his dagger at the Temple of Kynareth in Whiterun. It is the reward for aiding his recovery in A Dying Wish.
- Read the note in Dead Man's Drink.
- Travel to the Roadside Ruins and choose the cup of Nothing.
- Take a ferry to Giant's Tooth and recover the Ironwood Fruit.
- Cook Ironwood Soup from the fruit, charred skeever hide and salt.
- Give the soup to the priestess at the Temple of Kynareth.
- Wait a day, then speak with Rulnik.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
