How to Get Arbitrator

Crafted: find Diagram: Arbitrator at a random diagram location from level 10, or in a lower-grade treasure chest. A journeyman blacksmith crafts it.
Loot: it drops as random loot. It spawns fairly often at the leshen guarded treasure in the Oxenfurt forest, northeast of Aeramas' Abandoned Manor.

Notes

In NG+ the crafted variant needs level 17 plus the starting level, and its damage scales by 7.2-8.8 per level.
