It is made at the Workbench. One craft makes 100. Reading "About The Goods" (Lunar New Year Bandit Notes 1/1) adds a hint to the Set List. This block is then obtained by looting the Roughly Cut Stone Block in Netherton. It is found in a large glowing crate on top of a ruined building in Netherton. The crate can be spotted from the nearby Ancient Obelisk.
