You can find the Western Revolver in Nuka World at the following locations:
- Found on the body of Terry Tanaka in Mad Mulligan's Minecart Coaster ride.
- Given to the player character by One-Eyed Ike as part of the quest High Noon at the Gulch. You can start this quest at Dry Rock Gulch by talking to the robot One-Eyed Ike who will give you the Western Revolver in exchange for helping him at the start of his quest.
