The Headman's Cleaver is an artifact battleaxe from the Headman's Cleaver Creation with 25 base damage. Bandits stole it from the Bloodfall Queen. It is recovered from them in Lost Knife Hideout during Blood in the Water, which an innkeeper offers.

Weapon Levels
