Ruin's Edge is the dark bow favored by Syl, the Duchess of Dementia, from the Ruin's Edge Creation. It deals 12 base damage and weighs only 7. Bandits hold it in Stony Creek Cave, far southeast of Windhelm, where it is claimed during The Edge of Ruin.
Weapon Enchantment
Each arrow applies one effect at random: frost damage, Demoralize, Frenzy, Drain Magicka or Paralyze.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
Ruin's Edge has the same damage at every character level.
