The Wabbajack is the Daedric artifact of Sheogorath, a staff with random effects. Sheogorath hands it over at the end of The Mind of Madness.
Weapon Enchantment
Each blast picks an effect at random. It may burn, freeze or shock the target, heal it, turn it invisible or kill it outright. It can also turn the target into a chicken, rabbit, mudcrab, sweet roll or a pile of gold. Higher Destruction skill lowers the charge each use costs.

Wabbajack Map Location and Quest Guide
Wabbajack map location:
The Wabbajack is Sheogorath's reward for the Daedric quest The Mind of Madness. The quest starts with Dervenin in Solitude.
- Find Dervenin in Solitude and agree to help his master.
- Take Pelagius' Hip Bone from Dervenin.
- Get the key to the Pelagius Wing from a Blue Palace maid or Falk Firebeard.
- Enter the Pelagius Wing and search for Dervenin's master.
- Take the Wabbajack from Sheogorath inside Pelagius' mind.
- Use the Wabbajack to escape from Pelagius' mind.
