Harald an Tordarroch, also known as Harald Houndsnout, is the lost jarl of Undvik in Skellige. Everyone believes the Ice Giant killed him along with his crew. Geralt finds him on Undvik as a mad castaway who calls himself Octo, during the quest The Lord of Undvik.
Lore
Harald survived the Ice Giant's attack on Undvik, but his crew did not. The giant and its bloodthirsty sirens then forced him to build an enormous ship. Over time, the work became an escape for his troubled mind. He talks to the cut-off heads of his former crewmen as if they were still alive.
Story
In The Lord of Undvik, Geralt searches the island for Hjalmar an Craite. On the shore, he sees the giant leave food for the sirens and for a man living inside a half-built ship. The man is Octo, the mad shipbuilder. He has seen Hjalmar and tells Geralt where the crew likely made camp. Octo also asks Geralt to bring him nails and twine to finish the boat.
In the end, Geralt can learn the castaway's true identity. He is Harald Houndsnout, the jarl thought dead. Surviving may have been the worse fate.
News of the giant's death clearly delights the madman. Even so, he turns down Geralt's offer to take him back to Ard Skellig. If Geralt never learns who he is, Harald simply says he cannot rest until the ship is finished. If Geralt learns his name, the truth comes out. Harald cannot live with having failed as the leader of his clan. He means to finish the ship and use it as his own funeral pyre.
