Thou Shalt Not Pass is a secondary quest on the Pontar river in Velen. The Redanian army has closed the crossings over the river. The guards at the Border Post and the Western Gate of Oxenfurt turn back anyone without a pass from high command. Geralt needs such a pass to cross by the main roads.

Thou Shalt Not Pass map location:

1. Approach the guards at the Border Post in Velen or the Western Gate of Oxenfurt.
2. At the Border Post, ask the guard how to get a pass.
3. Pay the guard 10 crowns or use Axii to learn the answer.
4. Acquire a pass granting permission to cross the Pontar.
5. Return to one of the guarded crossings.
6. Show the pass to a soldier.
7. Use the pass to cross the Pontar and finish the quest.

There are several ways to get a pass. The Baron hands over an official pass during Family Matters, when he sends Geralt to Oxenfurt to look for Tamara. Contract: Woodland Beast can also pay out an official pass. A fake pass works at the crossings as well.

If Geralt starts A Deadly Plot with no pass at all, Gregor gives him a fake one on the far side of the Border Post.
