Flo's Diner was the best and only place to eat in the small town of Laguna Bend. Its owner, Flo Castleberry, was said to be the best cook around Night City. She could make cheap synthetic food taste like the real thing.

The locals loved its big, greasy burgers. When the town was flooded to make a reservoir, the diner went under with it. Its sign fell off at some point under the water.

Judy Álvarez grew up in Laguna Bend and ate burgers at Flo's as a kid. When she dives down to the drowned town, she finds the ruins of the diner again.
