Rarog Vest is a vest named after the Raróg, the fiery falcon of Slavic myth that also gives CD Projekt RED its logo. It is a reward for owning Phantom Liberty. It is unlocked rather than found.
How to Get Rarog Vest Guide
The vest is unlocked by owning Phantom Liberty, linked through GOG or through the console account. It is added straight to the stash at V's apartment once the accounts are linked through the My Rewards button in the main menu.
