Shoot To Chill turns sustained fire into armour penetration. Each stack of Sharpshooter lets an automatic weapon cut further through what an enemy is wearing. It sits near the top of the automatic branch of the Reflexes tree. Heavily armoured enemies are the problem it answers.
Effect
Armour reduces incoming damage, and the enemies that carry the most of it are the ones an automatic weapon struggles with. Penetration ignores part of that armour rather than removing it.
Tying the bonus to stacks means it arrives while V is already firing. The first rounds of a burst are ordinary and the later ones go through, which suits a weapon that fires quickly enough to build the stacks in a second.
How to Unlock Shoot To Chill
It sits behind the Phenom gate of the Reflexes tree and is bought from Sharpshooter.
Perk Tree
Shoot To Chill is bought from Sharpshooter in the Reflexes tree.

Character Builds
The build is an automatic weapon Reflexes build facing armoured enemies, which is most of the later game. A submachine gun gains the most, since its individual rounds are weakest against armour.
Buy it at the Phenom gate from Sharpshooter, alongside Practice Makes Perfect. The two read the same stacks in different directions, one for critical hits and one for penetration, and a build with both sees its damage rise on every shot of a sustained burst.
Notes
Practice Makes Perfect reads the same stacks as critical hits, so one build can take both and have damage rise on two axes at once.
Dread in the Body tree strips armour instead of piercing it, and the two approaches do not overlap.
