Targeting Prism lets a smart weapon hold more than one lock. V can lock several points on a single enemy while aiming, and carry one more enemy at a time than the weapon normally allows. It sits in the smart weapon branch of the Intelligence tree. It is what turns a smart weapon into a crowd answer.
Effect
Multiple locks on one enemy mean a burst spreads across headshots and weak spots rather than landing in the same place.
The extra simultaneous target matters more in a room. Smart weapons divide their rounds between locked enemies, so one more lock is one more enemy taking fire from the same magazine.
How to Unlock Targeting Prism
It sits behind the Phenom gate of the Intelligence tree and is bought from Target Lock Transfer.
Perk Tree
Targeting Prism is bought from Target Lock Transfer in the Intelligence tree.

Character Builds
It belongs to a smart weapon build fighting groups, since the extra simultaneous lock is what divides a magazine between enemies.
Buy it at the Phenom gate from Target Lock Transfer. Vulnerability Analytics in the Relic tree marks weak points that a multiple lock can cover at once, and Terminal Velocity extends the range at which the extra targets can be acquired.
Notes
Weak spot damage is what the Relic tree's Vulnerability Analytics reads, and this perk helps a smart weapon reach them.
Terminal Velocity extends lock-on range, which decides how far away those extra targets can be.
