To get Kellog's Pistol you must defeat Kellogg in Fort Hagen during the main quest Reunions. This is the 5th quest in the main questline of Fallout 4 and the final quest in Act 1 of the story. You can easily prioritise the main questline to obtain Kellogg's unique weapon for yourself.
