The Ice Blade of the Monarch is a one-handed sword that hits for 17 and carries the heaviest frost enchantment on any one-handed weapon in the game at 30 points. It came to Skyrim through the Nordic Jewelry Creation.
Weapon Enchantment
The target takes 30 points of frost damage to both Health and Stamina.
Frost draining stamina as well as health is what makes this a duelling weapon: an enemy out of stamina cannot sprint, power attack or bash, so 30 a swing shuts down a heavy attacker faster than raw damage would.

Where to Find the Ice Blade of the Monarch Location?
- Added by a Creation, so the add-on has to be installed before it exists in the world at all.
- It is not a leveled item, so the version you find is the version you keep whatever your level.
Smithing Guide
Enchanted weapons require the Arcane Blacksmith Perk to upgrade.
