Chain Lightning turns a Bolt into an arc that jumps between enemies. The shot deals electrical damage and throws an arc that can electrocute several others standing nearby. It sits at the top of the Technical Ability tree. A single well placed Bolt becomes a crowd answer.
Effect
Changing the damage type to electrical matters on its own, because electrical damage brings its own status effect and some enemies resist it less than they resist physical rounds.
The arc is the reason to take it. A Tech weapon is slow by nature, and hitting several enemies with one charged shot is how the branch keeps pace with weapons that fire far faster.
How to Unlock Chain Lightning
It sits behind the Legend gate of the Technical Ability tree, which takes nearly every point V has. Bolt must be fully bought first.
Perk Tree
Chain Lightning is bought from Bolt in the Technical Ability tree.

Character Builds
The build is a Tech weapon Technical Ability build with nearly every point in the attribute, and it is the branch's answer to a crowded room.
Buy it as the Legend gate opens, after Bolt is fully in place and Shock Value is bought. The arc lands on targets that would otherwise shrug the shot off, and the Engineer skill's late rewards add burning to Bolt shots and to this arc, so a tall Technical Ability build gets both.
Notes
Shock Value makes the same Bolts ignore armour, so the arc lands on targets that would otherwise shrug it off.
Quickhacks in the Intelligence tree spread between enemies in a similar way, and electrical damage is common to both.
