Queue Mastery lengthens the queue again and rewards filling it. The hack that completes a queue costs half as much RAM, the queue locks until everything has uploaded, and the target takes more damage from everything while it is locked. It sits at the top of the Intelligence tree. It is the end of the queue branch.

The discount on the last hack is a direct saving on the most expensive queue a build can assemble.

The lock is the interesting part. Nothing more can be added until the queue empties, which sounds restrictive and is in fact a commitment bonus. Everything V does to that enemy, hacks and bullets alike, hits harder while the lock holds.

How to Unlock Queue Mastery

It sits behind the Legend gate of the Intelligence tree, which takes nearly every point V has. Queue Acceleration must be fully bought first.

The build is the queue netrunner with nearly every point in Intelligence, and this is the end of its branch.

Buy it as the Legend gate opens, after Queue Acceleration is fully bought. Blood Daemon heals V for each hack in the queue and Data Recycler refunds their cost, so a long locked queue pays twice, and the damage bonus while the queue is locked applies to bullets as well as hacks.
