The Blacksmith crafts it at the Forge. Crafting the Smelter completes the quest Crucible Needed For A Smelter, after obtaining a Crucible during the quest. Additional Smelters can be crafted at the Blacksmith after completing the quest, though the ingredients needed to craft a Crucible are not available until reaching the Kindlewastes.
