The Ring of Hircine is a Daedric artifact of Hircine, the Prince of the Hunt. It weighs 0.25 and is worth 400 gold. Hircine gives it at Bloated Man's Grotto at the end of Ill Met By Moonlight.
Enchantment
The ring grants a power that turns a werewolf into beast form. Unlike Beast Form itself, this power can be used more than once a day.
The Enchantment Effects page lists every apparel enchantment.

How It Plays
The Ring of Hircine is the werewolf's ring. A werewolf in Skyrim normally changes form only once a day through the Beast Form power. The ring grants a second power of its own, also named Ring of Hircine. That power transforms the wearer into a werewolf again, as often as wanted.
The difference is large for a werewolf build. Without the ring, the beast is a daily emergency button. With the ring, the beast becomes a normal way to fight. A werewolf can change at the start of every hard battle, return to human form and change again for the next one. The ring works only for a character who carries lycanthropy.
Changing through the ring has one small advantage over Beast Form. A character with natural health regeneration keeps it as a werewolf when using the ring. Beast Form normally stops that regeneration, unless the Ring of the Hunt is worn.
Werewolf Builds
Lycanthropy comes from the Companions. During the quest The Silver Hand, Aela the Huntress shares her blood, and the Dragonborn becomes a werewolf. From then on, Beast Form is available once a day. The Ring of Hircine removes that limit.
A werewolf fights with claws alone in beast form. The claws grow stronger with level, and its howls frighten or summon allies. With the Dawnguard DLC, werewolves gain a perk tree of their own. Feeding on corpses in beast form fills that tree and extends each transformation.
The ring makes those perks far more useful. Each perk applies every time the beast appears. A character who changes many times a day earns perk progress much faster than one who changes once.
The Dragonborn DLC adds more rings for werewolves. Ring of the Hunt, Ring of the Moon, Ring of Bloodlust and Ring of Instinct each strengthen beast form in a different way. Only one ring can be worn at a time, so the Ring of Hircine competes with them for the slot.
Compared with Other Rings
The Ring of Hircine is the only ring that grants extra transformations. The Dragonborn rings change what the beast can do while it lasts. A player who changes form often wears the Ring of Hircine. A player who changes once for a long fight may prefer a ring that strengthens the beast.
Quest Background
The ring is the reward for sparing Sinding in Ill Met by Moonlight. Sinding stole the ring from Hircine to control his changes, and Hircine cursed it in anger. The curse made Sinding change at the worst moment, and he killed a young girl named Lavinia in Falkreath. He sits in Falkreath Jail when the quest begins.
Sinding hands over the cursed ring and asks that it be returned to Hircine. An Aspect of Hircine appears after the White Stag is killed in the woods east of Falkreath. Hircine sends the hunter to Bloated Man's Grotto to skin Sinding. In the grotto, Sinding asks for mercy and offers to fight at the hunter's side.
Sparing Sinding means fighting the hunters of the Great Hunt instead. Sinding and the Dragonborn cut through them together. Sinding then makes his home in the grotto, far from people he might harm.
Outside the cave, Hircine waits. He says that bringing down his other hunters turned the chase inside out, and that the hunter continues to amuse and impress. He lifts the curse and lets the ring be kept.
Lore
Hircine is the Daedric Prince of the Hunt. Werewolves are his children, and many are said to serve in his Hunting Grounds after death. The Companions' Circle carries his blood, a fact that troubles Kodlak Whitemane.
A ring that gives a werewolf command over the change fits Hircine's nature. The beast is his gift, and the ring lets that gift be used at will. Sinding stole it to tame the beast and was punished with a curse that freed the beast instead.
Gameplay Tips
Only one ring can be worn at a time.
Notes
Sinding first hands over a cursed version of the ring.
