The Storm-Bear Sword is the frost half of the Civil War Champions pair, opposite Dragon's Oath. Its enchantment does two things at once, which is unusual on a weapon of its tier, and the slow it applies matters more in a real fight than the damage does.
Weapon Enchantment
The target takes 30 points of frost damage to health and stamina, and is slowed by 30 points for 3 seconds. Frost damage drains stamina as well, so against a melee opponent the two effects compound.
Where to Find the Storm-Bear Sword
- The Battle of the Champions quest is where it appears.
- On the Stormcloak side it is handed to you to fight the Imperial champion with. On the Imperial side the Stormcloak champion carries it, and you take it from his body.
Smithing Guide
Tempering it needs the Arcane Blacksmith perk, because the weapon is enchanted. The material perk below doubles what each improvement is worth.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
