Terror Inflictor is a secret particle beam pistol in Starfield that does both energy and physical damage. It is a Unique version of the Va'ruun Starshard. It uses Light Particle Fuse ammo. Most players never find its location because its hidden in new game plus.

Location/Quest
To find the Terror Inflictor location you must first enter new game plus. You can purchase the Terror Inflictor from the Starborn Trader who only appears in new game plus. While it’s possible to meet the Starborn Trader before new game plus she will disguise herself as the Mysterious Captain and you’ll be unable to trade with her until new game plus.
To find the Starborn Traders location in new game plus you must meet her as a random encounter. She seems to show up at the following locations more frequently than others: Feynman, Heisenberg, Delta Vulpes, Maal, Nikola and Decaran. Once the Starborn Trader appears she will stay at that location to trade with you. It does not matter which version of new game plus you are in she will still spawn as a random encounter.
The Starborn Trader will offer you the following unique weapons for sale: Terror Inflictor, The Last Breath, Avatar, Reflection.

Weapon Tier Level
Starfield has four weapon tier levels: Base, Calibrated, Refined, Advanced (in ascending order). The higher the tier, the better the damage of the weapon. As you level up, your chances of finding higher tier weapons increase, defeating higher level enemies will also increase the drop chance of best weapons. Note that superior weapons do exist, but they are incorrectly named as advanced weapons despite dealing more damage.
Unique Weapons in Starfield scale in base damage depending on their weapon tier level (Base, Calibrated, Refined, Advanced), but they keep the same unique name without any prefixes being added. Pistols in Starfield are capable of outputting the most damage in the game if you build your characters combat skills around using them. The best Starfield Pistol build relies on stealth multipliers, headshots, critical hits, to achieve a high level of consistent critical damage.
Compared to any other weapon type in Starfield, Pistols have the most Uniques variants to collect. Unique Weapons range from; rare, epic, legendary and come with pre-defined Weapon Effects that increase your damage output. Using the science skill weapon engineering skill you can modify your pistol with the best mods for your playstyle from silencers to scopes. This will affect the damage, fire rate, magazine capacity, range, mass and accuracy of the weapon. Each gun has a limited number of mod slots to utilise.
Ballistic Pistols

Laser Pistols
Laser Pistols deal energy damage and all share the same ammunition which is relatively easy to acquire from vendors. Energy damage can be more effective against certain enemies who have a lower Energy damage resistance. Compared to ballistic pistols there are very few Laser Pistols to choose from.
You can increase the damage that Laser Pistols do by investing skill points into the following Combat Skills: Lasers, Pistol Certification, Marksmanship, Rapid Reloading, Armor Penetration, Crippling and Sharpshooting.

Particle Beam Pistols
Particle Beam Pistols deal both energy damage and Physical Damage combined. The advantages of dealing two damage types are that one of them will still be effective against even the most heavily armoured enemies. The disadvantage is that you will need to spread your character build over multiple Combat Skills to deal the maximum amount of damage with Particle Beam Pistols.
You can increase the damage that Particle Beam Pistols, do by investing skill points into the following Combat Skills: Particle Beams, Lasers, Ballistics, Pistol Certification, Marksmanship, Rapid Reloading, Armor Penetration, Sniper Certification, Crippling and Sharpshooting.
