Driver Update gives every implant V owns one more stat modifier. It is not a percentage on what is already there, it is an extra line on each piece of cyberware. It sits in the cyberware branch of the Technical Ability tree. A build carrying many implants gains many modifiers from one perk.

Effect

Each piece of cyberware carries a short list of modifiers, and those lists are where the build's armour, health, critical hits and resistances come from.

Adding a modifier to every piece scales with how much chrome V is wearing. A light build gets a few extra numbers and a fully chromed one gets a long list, which is why this perk belongs in a cyberware build rather than a general one.
