Neurotoxin turns V's poison into a blinding agent. An enemy poisoned by a thrown blade is also blinded and cannot sprint for several seconds. It sits in the throwable weapon branch of the Cool tree. One accurate throw takes an enemy out of the fight without killing them.

Blinding is the stronger half. A blinded enemy cannot aim, which means a poisoned target stops being a threat immediately rather than slowly.

Taking sprinting away is what keeps them in place. An enemy who cannot run cannot close the distance or reach cover, so a throwing build keeps the range it wants.
