It drops from the Scavenger Berserker and the Hollow Reaper in the Revelwood.

How to Get Gem of Swiftness Guide
The Scavenger Berserker and the Hollow Reaper of Revelwood drop this gem. Scavenger Berserkers patrol the Scavenger towns of Revelwood, such as Willow Crush, Thornhold and Glenwood's End. Ice and Shroud attacks hurt them most. Hollow Reapers wait in the Revelwood Hollow Halls, in the far north-west of the region. These elite skeletons swing scythes, and blunt weapons hurt them most.
