Brian Heder is a veteran drug runner in the Leonida Keys. He comes from the golden age of smuggling in the Keys. He still moves product through his boat yard with his third wife, Lori. After so many years in the trade, Brian lets others do his dirty work. He is also Jason Duval's landlord and one of his bosses. The actor Stephen Root provides the voice of Brian Heder.

Story
In his younger days, Brian ran drugs himself, often by plane. He boasts that he once flew in enough grass to make Leonida levitate. Those personal smuggling runs are now behind him. Today he hires others to take the risks while he keeps his hands clean. His boat yard, Brian's Boat Works & Marina, repairs and stores boats. It also serves as the base for his smuggling operation. A seaplane from his old drug running days sits at the yard. In one scene, Brian holds a brick of cocaine.
Brian lets Jason live rent-free in one of his properties. The house sits on the seafront in the Leonida Keys. The free housing comes with strings attached for Jason. Jason must help with local shakedowns and collect rent from Brian's other tenants. Brian pulls up at the house now and then to push Jason about that work. He has little patience when Jason fixes his own roof instead of chasing money. In another scene, Brian hands Jason a handgun beside a pickup truck while Lori looks on.
Jason and Lucia Caminos later join Brian at a party on a rooftop bar. Lori is at his side for the evening. The talk turns to a job that went wrong for the couple, when police caught and questioned them. Brian then offers the pair a shady job that has to be done that night. The client wants only one of them, and Lucia takes the job. The work turns into a getaway for the bank robber Raul Bautista. Back at the party, Brian and Jason step out onto the balcony. There the two men share a cigar and talk about crime.
Relationships
Lori Heder is Brian's third wife and his partner at the boat yard. Lori is fully aware of her husband's criminal business. Jason Duval is his tenant and one of the men who do his dirty work. Brian invites Jason over now and then for Lori's sangria. Cal Hampton, Jason's friend, is another of Brian's associates. Like Jason, Cal works for Brian. Lucia Caminos takes on work through Brian as well.
Location
Brian lives and works in the Leonida Keys. This tropical island chain lies close to Vice City. Life there moves slowly, with busy bars and easy days in the sun. The waters around the islands are among the most beautiful and dangerous in America. His business, Brian's Boat Works & Marina, stands in the Keys.
