California Reaper returns stamina for a clean kill. Dropping an enemy with a headshot or a weak spot hit hands back a large share of the bar. It sits in the marksman branch of the Cool tree. It is what pays for the Focus window the branch runs on.

Focus costs stamina when it ends, and the marksman branch triggers it constantly, so stamina is the resource that limits how often V can shoot accurately.

Tying a refund to precise kills means the branch funds itself. A build that hits heads keeps the bar full, and a build that misses runs dry, which is a fair description of how the whole tree works.
