Recirculation turns smart weapon kills into RAM. Every enemy neutralised returns a couple of units, and an enemy who was under quickhacks returns a large share of what those hacks cost. It is one of the deepest picks in the smart weapon branch of the Intelligence tree and needs more than one perk bought first. It closes the loop between shooting and hacking.
Effect
A hacking build normally has to choose where the bar goes. Hacks cost RAM and shooting does not refill it, so a long fight ends with an empty deck and a full magazine.
With this perk the shooting pays for the hacking. Finishing a prepared target with a smart weapon returns most of the investment, which means hacks can be used freely as long as the gun takes the kills.
How to Unlock Recirculation
It sits behind the Pro gate of the Intelligence tree and is unusual in needing more than one perk ahead of it. Speculation and Precision Subroutines both come first.

Character Builds
The build is a smart weapon netrunner that hacks and then shoots, which is the shape Smart Synergy eventually completes.
Buy it at the Pro gate once Speculation and Precision Subroutines are both in place, which means both halves of the tree have been invested in. The refund is largest against a target carrying several hacks, so the build should be stacking before it fires.
Notes
Speculation does the same when a combat quickhack takes the kill, so a build with both is refunded either way.
Smart Synergy at the top of the tree raises smart weapon damage against hacked enemies, which is the same target this perk rewards.
