Precision Subroutines ties smart weapon accuracy to V's cyberdeck. Every unit of maximum RAM adds accuracy, which means the netrunning half of the build makes the shooting half better. It sits in the smart weapon branch of the Intelligence tree. It is the perk that joins the two sides of Intelligence together.

Smart weapon rounds steer themselves, and accuracy decides how tightly they do it. A more accurate smart weapon wastes fewer rounds on the way to the target.

Reading maximum RAM is what makes the perk unusual. A better cyberdeck is normally bought for the quickhacks it carries, and here it also makes the rifle shoot straighter, so one implant serves both halves of the build.

Buy it at the Pro gate from Acquisition Specialist, and treat a better deck as part of the same purchase. Hack Queue and Queue Acceleration both raise maximum RAM, so perks bought for the netrunning half make the shooting half more accurate as well.
