The Steel Bolt is the standard crossbow bolt of the Dawnguard add-on, with 10 base damage. Dawnguard members carry them. A forge turns out 10 of them from one Steel Ingot and one Firewood with the Steel Smithing perk.
Weapon Enchantment
Any weapon enchantment can be placed on a Steel Bolt at an arcane enchanter.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
Steel Bolt is not a leveled weapon.
