Paranoia is a reported crime on Kennedy Avenue in Watson, under a blue staircase by the pavement. Two Scavengers stand over the body of a homeless man called Dirty Fred. Fred spent his last days writing about werewolves and corporate spies, and his last message leads to a stash on a rooftop.
Story
Seeing Things
The journal notes that the homeless of Night City often slide into madness. Partly it is the fear, poverty and hunger they live with. Partly it is seeing things they should not see. The shard V just found could be the ravings of one more lunatic, or something more.
Werewolves
One of Fred's shards warns of travellers who cross the Badlands in trucks. When the full moon rises, he writes, they take off their human masks. Underneath are not reptilians, but werewolves. The seed has been sown, and the truth will free the people from the invaders.
The Unsent Message
Fred's last message, never sent, is written in capitals to a man named Joe. The end is near, he says. He can hear their voices, and the bug is in the heart of the beast. His time has come, so someone must take up his burden. He sends Joe coordinates to the tech he stole from the people spying on them, and tells him to wake the people and build the barricades, because the corpos are out for blood.

- Read the shards next to Dirty Fred's body.
- Go to the rooftop construction site on Drake Avenue.
- Find Dirty Fred's stash and loot it.
