Scavengers

The Scavengers, or Scavs, are the lowest of the low in Night City. They do not wait for a body to reach the graveyard, or even for it to die. They kidnap people on the street, haul them into filthy basements and rip out their cyberware and organs to sell on the black market. To a Scav, a human is just a set of parts waiting for a buyer.
History
Night City
The Scavengers grew up as a side effect of cyberware becoming cheap and common. Harvesting implants and organs is a filthy but profitable business, and the Scavs filled that niche. Many of them carry tattoos that suggest a past in the Russian mafia. Anyone who owns implants worth as much as a house in North Oak is asking for their attention, unless those implants can fight back or Trauma Team will come before the Scavs do.
Dogtown
The Scavengers of Dogtown are a different breed. They are much better organised and equipped than their cousins in Night City, no longer a horde looking for a quick brawl, a strong stimulant and easy money. Rumour links them to Soviet intelligence, though anyone spreading that rumour risks having their picture pinned to the memorial tree in the Longshore Stacks. They have money and good gear, and they look down on the poorer Scavs of the city. Kurt Hansen tolerates them for a simple reason: money.

Way of Life
The Scavengers are not one gang but many small groups spread across the city. They have no turf and no shared leaders, and they mark their presence with tags and graffiti. Each band is led by its most cunning and savage member. They are seen most in northern Pacifica and southern Wellsprings.
Members are known for tracksuits, Soviet-made cyberware and criminal tattoos, and many speak European languages and listen to Russian music. They follow no philosophy beyond profit. They are merciless and crude in their methods, and they are not afraid of getting their hands dirty. They know their gruesome name is one of their few strengths, and anyone who crosses them is made into a grisly example.
Business
Assault, abduction and dismemberment are how the Scavengers work. They call their victims donors, and most are never found. Every implant and organ that can be sold goes to the black market, and the rest is dumped, burned or left for the rats in the sewers. Their customers would rather pay for second-hand parts than do the bloody work themselves, which has given the Scavs a monopoly on the trade.
The Scavs are the main suppliers of cheap cyberware for other gangs, small-time crooks and shady ripperdocs. They also take any dirty job a client does not want to be tied to, from heists to kidnappings. As long as there is money on the table, a Scav will take the job without questions.
