Claire Russell, the bartender, puts it on the menu after Jackie's death. Like any alcoholic drink, it makes V drunk for a short time. The Jackie Welles reaches the Afterlife menu after Jackie's death in the main story.
Effect
Drinking The Jackie Welles applies the Drunk status. Drunk lowers V's movement speed by 10%. It also cuts weapon accuracy by half. The status lasts a short time. Several drinks in a row stack the effect, so a round right before a fight makes shooting much harder.

Lore
Claire Russell is the Afterlife bartender who names drinks after the club's legends. Jackie Welles gave Claire his own drink recipe. He asked her to remember it for the day he became a legend. After his death, Claire put his drink on the menu.
The in-game description lists a shot of vodka, lime juice and ginger beer. It ends with the most important part, a splash of love. These are the same ingredients Jackie names when he orders his drink at the Afterlife.
