How to get the Howling Blizzard Guide
Wendy in the Nameless Village exchanges it for a Fulminous Shield, and she accepts the forged Fruminous Shield just as readily. A chest on the second floor of Waterfall Cave, above the Chimera fight, also holds a copy, marked by a blue light. Opening that chest brings out a Wight to fight.
