Goat Hide is the cheapest hide in the game and the only one that does not tan one for one: two of them are needed for a single Leather. It is the sole exception to the rule, and worth knowing before you carry a bag of them back to a tanning rack.
Drops
Goats drop one about a third of the time, otherwise leaving a Leg of Goat or minor loot instead. Hunters and general goods merchants stock them from level 1, and at 5 gold they are cheap enough to buy in quantity.
With Hearthfire installed goat hides also go into house furnishings, which is the main reason to keep more than a handful.
Tanning is done at a tanning rack, which needs no perk and grants no Smithing experience. The value is in the weight saved: a bag of pelts is heavy and the Leather it becomes is not.
