Leather is what a hide or pelt becomes at a tanning rack, and the stage before Leather Strips. It goes into every light armour set and into a handful of heavy ones, Ancient Nord armour among them. Every blacksmith in Skyrim keeps between 10 and 27 pieces in stock.
Tanning
Nearly any hide or pelt tans into Leather, most of them one for one. Goat Hide is the single exception in the game: it takes two hides for one piece. Deer Pelts cannot be tanned at all in the unpatched game.
Giants are a reliable source, dropping up to three random level dependent hides, and hunters met on the road trade in both hides and finished leather.
Building And Improving
Leather is one of the few materials used on both sides of the workbench. It forges light armour and it also tempers most of it, fur, hide, leather and shrouded sets included. That double role is why a smith who stops collecting pelts runs dry faster than expected.
Tanning
All three recipes sit at a tanning rack.
