The Cave Bear Pelt comes off the cave bear, the middle of the three bear varieties in Skyrim. It is worth ten gold more than an ordinary Bear Pelt and tans into exactly the same Leather, so the difference only matters when selling.
Drops
Cave bears, including any a spriggan has taken as a companion. They begin appearing in hunter and general goods stock at level 8, later than the ordinary pelt, because cave bears themselves are a higher level encounter.
Fourteen guaranteed pelts sit across twelve locations, and only Cliffside Retreat in the Reach holds more than one, with three.
Notes
Ten bear pelts of any variety count towards Grin and Bear It, so a cave bear pelt is as good as any other for that. Beyond the quest and the tanning rack it has no special use.
Tanning is done at a tanning rack, which needs no perk and grants no Smithing experience. The value is in the weight saved: a bag of pelts is heavy and the Leather it becomes is not.
