Vice Control is a suspected organised crime activity near Ross Street and Shipyard Way in Northside, Watson. Scavengers under Yelena Sidorova have been attacking the homeless in a camp on an empty lot. The order came from the very top: the NCPD's own commissioner wanted the lot cleared, quietly, for a developer.
Story
The Dispatcher
The NCPD dispatcher puts out an APB near Ross Street and Shipyard Way. Scavengers led by Yelena Sidorova, presumed armed and dangerous, have assaulted several homeless people. The city offers a reward for ending the threat.
A Private Matter
A shard records how it began. Jerry Fawlter, the Night City police commissioner, writes to her, but insists he is not writing as commissioner. It is a private matter. The homeless on a lot in Northside, the one a developer bought, have to disappear. He does not want it done officially, through NCPD channels, and offers good money. Yelena agrees, on one condition: he keeps his patrols away while her people are there, so they do not have to hurt his officers too. Fawlter says it is done.
They're Pigs
A second shard holds a warning from Vladimir Chmerkovsky. He would not do business with Fawlter and his friends, as cops cannot be trusted. Yelena knows, but so far he has played fair, and he has paid. When Vladimir asks if she is sure they will not be ambushed, she says no. In the worst case, they just lose them.
