The Night City Police Department, or NCPD, is the main police force of Night City. It is underfunded, under-equipped and understaffed, and every officer puts their life on the line each day. Large parts of the city are left to gangs, corporate security and private guards. Even so, when people are in trouble they call the NCPD, and it comes to protect and serve as well as it can.
History
Pacifica
After the Unification War, the city and several corporations tried to restart the Pacifica resort. The locals fought back, led by BARGHEST and the Voodoo Boys. Weeks of riots followed, and the police pulled out of the worst areas. The Voodoo Boys later drove a police task force out of Pacifica, and the Coastview precinct was closed. Pacifica was declared a combat zone, because containing it was easier than fixing it. The figures from the Pacifica station painted too grim a picture, so the city shut it overnight.
Privatised
Mayor Lucius Rhyne later called the NCPD unprofitable and handed it to private owners. The new chief, a former sales executive, fired half the officers, cut patrols and told beat cops to write tickets rather than solve crimes. Crime only got worse. As the force's value kept falling, the mayor's office began to consider replacing it with corporate security firms altogether.
Way of Life
Apathy and corruption run through the department, and most officers have lost faith in their thankless work. Officers like to close cases as fast as they can: a body in an alley with several gunshot wounds may be filed as a suicide, because fewer murders mean better figures and bigger bonuses. Some officers still believe in defending ordinary people, and most gangers kneel with their hands behind their heads when they meet one. Those who refuse are almost certain to be shot.
Real power lies with the corporations. The force's official sponsor is Night Corp, but it also answers to Arasaka and Militech. When an investigation is blocked, the police often hire mercs on the quiet to gather evidence in corporate zones where officers may not go.
The police rarely enter Pacifica or the Northside industrial district, where the violence is worst. Most suburbs are poorly guarded and left to groups such as 6th Street or corporate guards. The Badlands lie outside the city limits and are not patrolled at all. Despite its weakness, the department still has the resources of a small army, with armoured cars, AVs and every kind of weapon, and MaxTac remains one of the most dangerous forces in the city.

Notes
City Center and Westbrook are the safest parts of Night City. Heywood, Santo Domingo and Watson range from fairly risky to dangerous.
