Straw is a Hearthfire furnishing material, used for the beds, the bedrolls and the thatch inside a player built house. Unlike clay and quarried stone it cannot be gathered: it has to be bought.
Acquisition
General goods merchants and Khajiit traders both stock it, and both can take up to thirty days to restock, so buying furnishing materials is worth doing in bulk whenever you pass a trader rather than when you happen to need them.
Your steward will also supply straw once a follower has taken the post, which sidesteps the restock wait entirely.
Building materials are consumed at the carpenter's workbench rather than at a forge, and none of them raise Smithing.
