A workbench is the armour half of tempering, and the counterpart to the grindstone. One unit of the armour's own material improves one piece. Every forge in a settlement of any size has one nearby, and the rules that govern how far an improvement goes are the same on both stations.
Requirements
Metal armour wants an ingot of its own metal. Light sets built from hide generally want Leather rather than Leather Strips. Dragonplate cuirasses and shields are the odd pair: they want a Dragon Bone where the rest of the Dragonplate and all Dragonscale pieces want Dragon Scales. Falmer armour wants Chaurus Chitin.
Mechanics
Smithing skill sets the baseline. The matching material perk doubles it. Fortify Smithing enchantments stack across the head, hands, chest and ring and amulet slots, and a Fortify Smithing potion stacks on top of those. Enchanted armour needs the Arcane Blacksmith perk before a workbench will accept it at all.
Improving armour raises Smithing, and the experience scales with the value of the improvement rather than with the number of pieces.
