Dragon Scales are a crafting material in Skyrim, dropped alongside Dragon Bone by every dragon you kill. They are the light armour counterpart to bone.
Why Scales Matter More Than Bone
Dragonscale is the best light armour in the game, which is the main reason the light branch of the Smithing tree is worth finishing. Dragonplate, made from bone, rates below Daedric on the heavy side, so a heavy smith who already owns Daedric gains weight savings rather than protection.
Scales are lighter than bone to carry, which matters when a dragon dies somewhere inconvenient.
Not Smelted
Like Dragon Bone, scales are used exactly as found. There is no ore, no vein and no smelting step.
