Every variant comes from Toussaint. It is late-game steel, with looted Master copies at level 35 to 37 and the crafted Relic at level 41.

Both Relic variants give +50% crit damage, +10% crit chance, a 10% chance to cause bleeding and a 10% chance to stun, with 3 rune slots. The crafted Relic gives +100 armor piercing, against +200 on the quest Relic. It deals 335-409.6 damage at level 41.

The Master variant gives +50 armor piercing and 1 random Master effect. The Magic variant gives +75 armor piercing, 2 random Magic effects and 1 rune slot. Both deal 274.6-336 damage at level 35.

How to Get Toussaint Ducal Guardsman's Steel Sword

Master: Take it from a knight's body at Dulcinea Windmill, where Golyat is met, or from the chest in the tent at the archespore guarded treasure northeast of Coronata Vineyard. Toussaint blacksmiths sell it too, except the one at Ardaiso Quarry.
Magic: Find it next to Michael Subercaseaux's body at the archespore nest east of Corvo Bianco, or next to a skeleton in Grottore's cave. The same blacksmiths sell it.
Relic (quest): During A Portrait of the Witcher as an Old Man, a griffin attacks. It leaves a second corpse that holds the sword.
Relic (crafted): Take the diagram from the body next to a kikimore nest in the monster den south of Dun Tynne Castle. A master blacksmith crafts it.

Talk to the painter in the market square south of The Gran'place signpost and agree to pose.
Meet him by Beauclair Palace and follow him out of the city.
Find his missing paints. Follow the trail with Witcher Senses down the hill into a cave.
Kill the nekkers, pick up the paints and return them to the painter.
Follow him to the new spot and choose a pose.
Defeat the griffin that attacks while he paints.
Loot the griffin's body for the Toussaint Ducal Guardsman's Steel Sword.
