The Black Sapphire is a giant unfinished hotel in the heart of Dogtown. Colonel Kurt Hansen claimed it and made it the headquarters of his Barghest militia. Its neon top is the shining star around which all of Dogtown turns.
History
The tower was begun as part of the plan to turn Pacifica into a resort. It was still unfinished when the Unification War broke out, and the builders never came back.
When the war ended, Hansen took the empty hotel for himself. He turned it into a fortress and a palace, where he plays King of Dogtown.
The builders meant it to be the most impressive hotel in Night City, but the project collapsed along with the rest of Pacifica's redevelopment. When Hansen moved in, his Barghest flooded and partly demolished the parking and the maintenance tunnels below the tower.

Inside Black Sapphire
The tower is made of several towers joined at the top and bottom. Barghest troops live in the barracks and warehouses on the ground floor. Much of the middle is bare concrete and scaffolding.
The top floors hold a restaurant, a club and a casino, with landing pads for AVs. Hansen hosts lavish parties here for guests from all over the world. The deals with the highest stakes in Dogtown are struck under his watchful eye.
The four towers are linked at the ground and the top by lifts, and to each other by bridges. On the unfinished middle floors, scaffolding and makeshift bridges join the towers. At the top a terrace links all four, with the restaurant and the landing pads, and the northern tower holds the club and the casino.
Nobody outside Barghest knows what fills the floors in between, and the rumours grow wilder every year. Some say Hansen keeps a prison for rich hostages there, or a zoo of rare animals that he serves to his dinner guests. Others speak of a server room greater than the one in Arasaka Tower. One thing is certain: the Black Sapphire is Hansen's pride and joy, and the elite of Night City's politics and crime come here to deal with him.
Jobs
The main job You Know My Name sends an agent into one of Hansen's parties at the top of the tower. Aurore and Aymeric Cassel are among the guests that night.
Get It Together prepares V and Solomon Reed for their way into the tower. Hansen himself also appears in Firestarter and in the gig Balls to the Wall.
