Gangs	BARGHEST

Dogtown is the walled off eastern part of Pacifica and the setting of Phantom Liberty. Colonel Kurt Hansen and his BARGHEST militia rule it as a private state, with no police, no taxes and no law but Hansen's own. No one else has managed to carve a whole district out of Night City, throw the police out completely and keep it that way for so long. It started small: Hansen's unit seized part of Pacifica at the end of the Unification War and never laid down its arms. BARGHEST took in veterans forgotten by the megacorporations, mercs without contracts and gangers from all over the city, and offered them a gun, a salary and medical care in exchange for absolute loyalty. Before Dogtown existed, the area was called Serenisands and was meant to be the jewel of the Pacifica resort, with Militech as its biggest investor, until a large explosion under a construction site stopped the work. BARGHEST is a militia, an arms dealer and a police force all in one, and Dogtown runs on its word. Its areas include the Longshore Stacks, Golden Pacific, Luxor Heights and Terra Cognita, and its main gate stands north of the EBM Petrochem Stadium. V first enters it during the job Dog Eat Dog.

Gangs

BARGHEST controls all of Dogtown. Kurt Hansen promises safety to any business that follows his rules.

BARGHEST is more than an ordinary gang. No one else has carved out a whole district for themselves, thrown the police out completely and kept it that way. It began when Hansen's unit seized part of Pacifica at the end of the Unification War and never laid down its weapons. The few soldiers left from that squad are his most trusted men and sit at the top. BARGHEST soon took in others like them: veterans forgotten by the corporations, mercs without contracts and gangers from across the city. Hansen gives them a gun, a salary and medical care, and asks no questions.

The Voodoo Boys of Dogtown live closer to the edge than their brothers in Pacifica. They take more risks, dig into darker corners of the net and earn more. They do business in the stadium and protect the data of Hansen's guests. Their deal with BARGHEST sometimes looks shaky, but so far Hansen has kept the peace.

The Scavengers of Dogtown are far better organised and equipped than those in the city. Rumour links them to Soviet intelligence, and they work in Hansen's backyard because, for him, it is all about the money.
