They are one of the Iconic consumables of Phantom Liberty, which give permanent stat boosts instead of timed ones. Shooting and melee attacks both drain Stamina, so every combat build gains from them. Each copy adds a small amount, and copies bought from different vendors stack. Effect
The Military-Grade Lactic Acid Recyclers raise V's Stamina regeneration rate for good. The game consumes them the moment V buys them and applies the bonus at once.
Stamina drains with each shot from a ranged weapon and with each melee attack. A faster regeneration rate means V spends less time waiting for the Stamina bar to recover between bursts. The bonus from one copy is small, but each further copy adds to it.
Several vendors carry the item, and each of them sells it only once. Buying every copy V can find gives the largest permanent bonus.
