Modern Labor Market is a suspected organised crime activity off Willow Street in Japantown, Westbrook. The Tyger Claws here run a forced labour ring under Shinobu Imai, a convicted human trafficker. Every morning, workers are driven from the site to factories and studios across the city, and Imai wants them kept in cages.
Story
The Dispatcher
The NCPD dispatcher puts out an APB off Willow Street. Shinobu Imai has been convicted on several counts of human trafficking and forced labour. The city offers a reward for taking down Imai's network.
Used Like Tools
The journal does not hide its feelings. The Tyger Claws are forcing people to work for them and using them like tools. It is nothing new for them, but that is no reason to let it slide.
The Daily Order
A shard titled "workers" lists the daily transport. Early each morning, groups of people are sent to the Kiroshi factory, to All Foods, to Biotechnica, to Masala Studios, to Pierogi World, to Yaiba and to Techtronika. Biotechnica will even take the sick. Yaiba asks for clever ones.
The Cages
A mail thread shows Imai with a partner, Naomi Watanabe. She asks why he ordered cages. Imai says they are for the workers: lock them up, and nobody will run. When she asks if anyone has run, he admits nobody has. Naomi points out why. The workers are illegal migrants who came for work. Where would they go, to the police station to queue for deportation? She tells him to drop the cages.
