Hand it to Brant to complete The Nameless Village and receive the Dragon's Gaze.
Completing The Nameless Village quest earns one. Another sits in a round chest at the top of the Vernworth Castle main tower, on the fourth floor, reached by the lift in the room between the Guest Chambers and the Magistrate's Office on the second floor.

The Nameless Village is a main quest given by Captain Brant in Vernworth. It starts on asking him about the false Sovran at The Stardrop Inn at night, after one of his earlier tasks. The Dragon's Gaze is the reward for reporting back to Brant.
Speak to Captain Brant at The Stardrop Inn at night and choose "Tell me of the false Sovran" to take the quest.
Travel to the Nameless Village at the eastern edge of Vermund.
Climb through the village to the Old Noble Manor at the top and speak to Flaude, the Thief Maister. Talk to him again to receive Legend's Opus.
Find the hole with a ladder beside the manor and climb down into the Nameless Village Depths.
Cross the obstacle course below by timing each jump with care.
Speak to Srail in the room at the end. He hands over Darragh's Bill of Arrest and the Pilferer's Handbook.
Return to Captain Brant at The Stardrop Inn at night and hand over the bill of arrest to complete the quest.
